Agriculture has always been the backbone of India’s economy, sustaining millions and providing livelihoods to rural communities. It plays a pivotal role in ensuring food security, promoting employment and maintaining overall economic stability. Over the past decade, the sector has undergone transformative changes in Uttar Pradesh, with a focus on modernisation, sustainability and farmer welfare. From expanding irrigation infrastructure and promoting soil health initiatives to implementing crop insurance schemes and direct income support, agriculture in UP has evolved into a key driver of economic growth rather than mere subsistence. These reforms have enhanced productivity, increased farm incomes and strengthened farmers’ confidence, aligning the sector with the vision of a self-reliant India.
Uttar Pradesh, with its vast cultivable land, diverse agro-climatic zones and rich agricultural heritage, stands at the forefront of this transformation. Its farmers contribute significantly to India’s national food security, producing staple crops and cash crops that feed millions across the country. At the Direct Seeded Rice (DSR) Conclave in Varanasi, Hon’ble Chief Minister Shri Yogi Adityanath emphasized that agriculture would play a decisive role in making UP a global food basket and achieving a $1 trillion state economy by 2029-30. Despite having only 11% of India’s cultivable land, UP contributes around 21% of the country’s food grain production, underlining its immense potential. Highlighting crops like paddy, wheat, sugarcane, potatoes, pulses and oilseeds, the Hon’ble Chief Minister stressed the need to strengthen scientific farming, climate-resilient seeds, seed parks and farmer-focused schemes, supported by Hon’ble Prime Minister Shri Narendra Modi’s leadership.
Driving Agricultural Innovation and Sustainability in Uttar Pradesh
Over the past 11 years, Uttar Pradesh has undergone a significant transformation in agricultural practices, driven by both central and state initiatives. Speaking on UP’s agricultural potential, Hon’ble Chief Minister Shri Yogi Adityanath highlighted that India has 170 million hectares of cultivable land, 60% of which is irrigated, while Uttar Pradesh alone produces 21% of the country’s food grains despite having only 11% of the land area and 17% of the population. UP leads in the cultivation of paddy, wheat, sugarcane, potatoes, pulses and oilseeds, underlining its vital contribution to national food security.
Programs like Soil Health Cards help farmers monitor nutrient levels and adopt appropriate fertilizers, improving both yield and soil longevity. PM-Krishi Sinchai has optimized water use and expanded irrigation efficiency, enabling consistent production even during periods of uncertain rainfall. Alongside crop insurance and MSP support, these measures provide farmers with both financial security and confidence to invest in modern techniques. The state has made significant progress in technology-driven agriculture. Seed parks, including a 250-acre park in Lucknow, enhance high-quality seed production and streamline supply chains. Centres of Excellence, established in collaboration with the International Rice Research Institute (IRRI) and the International Potato Centre (CIP), focus on research, training and the dissemination of advanced farming methods. These centers promote climate-resilient seeds, modern mechanization and digital farming technologies, equipping farmers to face both environmental and market challenges.
To ensure innovations reach the grassroots, Hon’ble Chief Minister Shri Yogi Adityanath has emphasized farmer outreach and capacity building. Programs provide hands-on training, advisory services and financial guidance, enabling farmers to adopt sustainable methods, improve productivity and enhance profitability. The integration of UP’s 8,000-year agricultural legacy, including heritage crops such as Kalanamak rice, with modern practices ensures a resilient and sustainable agricultural model.
Additional measures such as crop diversification, post-harvest management, and digital advisory services are strengthening agricultural resilience. Farmers are increasingly using data-driven crop planning and modern harvesting techniques, which reduce losses, optimize resource use, and improve overall income. This combination of innovation and tradition positions UP as a model for sustainable agriculture while ensuring that farmers remain the primary beneficiaries.
Agricultural Achievements and Impact
The state’s agricultural progress is evident in tangible results. The agricultural growth rate has surged from 8.6% in 2016–17 to 17.7% in 2024–25, the highest among Indian states. Infrastructure expansion has been a key driver of this growth. Since 2017, 31 irrigation projects have added 22.75 lakh hectares under irrigation, enabling stable cultivation across regions like eastern UP, central plains and western districts. Research and outreach have also been strengthened, with 20 new Krishi Vigyan Kendras and 89 functional centers delivering advanced agricultural guidance to rural districts.
Financial and risk protection measures have provided farmers with both security and liquidity. Under PM-Kisan Samman Nidhi, approximately 2.86 crore farmers received direct income support totaling ₹90,000 crore, while the Pradhan Mantri Fasal Bima Yojana safeguards 15 lakh hectares from climate and market-related shocks.
Procurement systems have been modernised through Direct Benefit Transfer (DBT) reforms, ensuring efficiency and transparency. Since 2017–18, over 70 lakh farmers have sold 457.09 lakh metric tonnes of paddy and 244.26 lakh metric tonnes of wheat, with payments totaling ₹88,951 crore credited directly into accounts, often within 48 hours, through a fully cashless system. These achievements illustrate UP’s strategic approach combining policy support, technological adoption and financial security, empowering farmers and strengthening the state’s role in national food security.

Uttar Pradesh aims to build a technology-driven, sustainable and farmer-focused agricultural ecosystem. Under Hon’ble Chief Minister Shri Yogi Adityanath, seed parks, Centres of Excellence and extensive outreach programs are ensuring that modern methods reach every level of the farming community. By focusing on scientific farming, climate resilience and supportive policies, UP is enhancing crop productivity while also laying the foundation for a $1 trillion economy by 2029-30.
The state’s proactive approach, combining modern technology, welfare programs and centuries-old agricultural expertise, is ensuring sustainable livelihoods, improved income and long-term food security. Uttar Pradesh’s model is emerging as a benchmark for other states, demonstrating how innovation, research and policy interventions can transform agriculture into a driver of both economic growth and national food security, making UP a true global food basket.
Uttar Pradesh’s long-term vision includes bringing 50% of farmers under scientific, tech-enabled cultivation by 2030 and positioning the state as a national leader in agri-productivity and exports by 2047. This will be achieved through the development of mega food parks, cold chains, packaging hubs and crop diversification toward fruits, vegetables, pulses and horticulture. Additionally, the introduction of AI-based precision irrigation and logistics systems will optimize water use, improve supply chain efficiency and ensure better income for farmers, solidifying UP’s role as a leader in modern, sustainable agriculture.
